The Advisory Board was formed in 2015 to help promote a long-term vision and high-level support for DHS AAPIN. The Advisory Board meets regularly with the Board of Directors to develop strategic goals and provide feedback and recommendations.

Anh N. Duong
Director of Borders and Maritime Security Division
​DHS Science & Technology Directorate

Mrs. Duong came to the United States at the age of 15 as a refugee of war from Viet Nam. Because of her background, Duong feels deeply indebted to those who protected her freedom and security and chose public service as a way to pay back. She has 25 years of experience in naval science and technology and is a recognized explosives expert. In 2008, Duong joined the Senior Executive Service and now focuses on the technical dimensions of U.S. sea/land/air border and port-of-entry security challenges. Under her leadership, many technologies have been developed and put into operational use to enhance our border security. Duon graduated Cum Laude from the University of Maryland and earned an M.S. in Public Administration with Honors from the American University.

Paul Fujimura
Assistant Administrator for Global Strategies
​Transportation Security Administration

Mr. Fujimura became Assistant Administrator for the Office of Global Strategies in May 2013. He leads a workforce located in more than 20 offices around the world and is responsible for collaboratively working with international partners to secure the global transportation network as TSA continues to grow as a risk-based, intelligence-driven counterterrorism agency. Prior to joining TSA in 2010, Fujimura served as Chief of Staff and Director for Asia/Pacific policy in the DHS Office of International Affairs and as Regional Affairs Officer for Asia in the State Department's Office of the Coordinator for Counterterrorism. Fujimura began his career in public service in the U.S. Navy in 1988. As a naval flight officer, he made two deployments to the Persian Gulf, and flew 38 combat missions in Operation Desert Storm. Fujimura is a graduate of the University of California, Berkeley, and a distinguished graduate of the Naval Postgraduate School in Monterey, California.

Paul Huang
Deputy Assistant Administrator for Federal Insurance
​Federal Emergency Management Agency

Most recently, Mr. Huang served as Interim Director of the Office of Policy and Program Analysis Enterprise Analytics Division helping deliver FEMA STATs and analytical support across the FEMA enterprise. Mr. Huang has also served as the Director of FEMA's Risk Analysis Division and led National Flood Insurance Program (NFIP) reform efforts.

Mr. Huang is a DHS level III program manager and holds a B.S. in Management Science and Information Systems as well as a Masters in Business Administration. He has been working in the field of flood hazard mapping and mitigation for over 10 years; previously he was an information technology consultant.

Fred Lau

Fred Lau
Federal Security Director for San Francisco International Airport
​Transportation Security Administration

Born and raised in San Francisco, Mr. Lau began his career in public service in the San Francisco Police Department (SFPD). He was the 5th police officer of Chinese ancestry to join. Lau went on to become the 2nd Chinese-American Sergeant/Inspector and the 1st Chinese-American Lieutenant, Captain, Commander, Deputy Chief, Chief of Inspectors, and finally Chief of the SFPD. Prompted by the events of 9/11, Lau retired as police chief and began his federal career as Federal Security Director for the Transportation Security Administration. Lau earned his bachelor's degree from San Francisco State University.

Susan Tashiro
Regional Director for Region 7, Office of Security Operations (OSO)
​Transportation Security Administration

Ms. Tashiro has been with TSA since August 2002. Prior to her return to OSO, Tashiro served as the Deputy Assistant Administrator for the Office of Security Capabilities. Tashiro also served as the Federal Security Director (FSD) for Washington Dulles International Airport and was responsible for handling day-to-day security operations. Prior to that, she worked in different positions within TSA, including serving as the Deputy FSD at Washington Reagan National Airport, the General Manager for Plans and Programs, OSO, and the Director of two Business Management Offices -- Transportation Sector Network Management and OSO. Tashiro received her Bachelors and Masters Degrees from Colorado State University and the University of Colorado, respectively.

Rear Admiral Joseph Vojvodich

RADM Joseph M. Vojvodich
Assistant Commandant for Acquisition and Chief Acquisition Officer (CAO)
​U.S. Coast Guard

Rear Admiral Vojvodich (VAH-vah-ditch) directs efforts across all Coast Guard acquisition programs, acquisition support, personnel, finance, and research and development activities to execute the service's acquisition portfolio. Prior to reporting as CAO, he served as Program Executive Officer and Director of Acquisition Programs, where he oversaw all Coast Guard acquisition programs and project for modernization and recapitalization of surface, air, command and control, and logistics assets in support of the Coast Guard's multiple maritime missions. Before that, he was Commander of Coast Guard Sector Long Island Sound, extending 200 nautical miles offshore. Rear Admiral Vojvodich was born in South Korea, raised in Richmond, Ohio, and graduated from Jefferson Union High School. He graduated from the U.S. Coast Guard Academy with Honors, earned an M.S. in electrical engineering from Purdue University, and an M.S. in national resource strategy from the the Industrial College of the Armed Forces.
